Promoter of administrative simplification and advocate of reducing bureaucracy through computerization and automation.
He has been associated with government administration at various levels – in the Podlaskie Voivodeship Office, the Ministry of Internal Affairs and Administration, the Ministry of Digital Affairs and NASK – since 1998. He was the originator and co-creator of the EZD PUW system, created in 2008-2010 in Bialystok together with the entire legislative and organisational environment. He then developed the EZD RP system, the successor of EZD PUW, functioning as a cloud service of the Polish administration.
He created the NASK Branch in Bialystok, which he headed from 2018 to 2022. He is also the originator and co-creator of the State Information Technology Strategy (SIP), adopted for implementation by the Ministry of Digitization in 2016. On the basis of SIP, initiatives and projects such as EZD RP, Information Architecture of the State, WIIP and the Architecture Council were created.
