Doctor, local government official, social activist, parliamentarian, politician. Graduate of the Faculty of Medicine at the Medical Academy in Łódź. Specialist in internal medicine. Completed postgraduate studies in health care organisation and economics, as well as postgraduate management studies in public administration at the Faculty of Management at the University of Warsaw.
Since 1984, he has been a member of the Polish People's Party, sitting on the provincial and national authorities of the party. Member of the European People's Party (EPP).
He was a senator of the Republic of Poland from 1991 to 2001 (2nd, 3rd and 4th terms). He was a member of the Senate committees on Social Policy and Health, and Emigration and Poles Abroad. From 1993 to 1997, he was Marshal of the Senate of the Republic of Poland.
Since Poland joined the EU, he has been a member of the Committee of the Regions; in 2010, he was appointed to its bureau. He participates in the work of the following committees: COTER (Commission for Territorial Cohesion Policy and EU Budget), ENVE (Commission for the Environment, Climate Change and Energy) and Joint Consultative Committees and working groups, including those dealing with health.
Since December 2001, he has continuously served as Marshal of the Mazowieckie Voivodeship.
