Since 1998, he has been involved in the application of information technology in education, the development of civil society and the promotion of cultural heritage. In 2001, he co-authored the ‘ePolska 2001’ strategy and has co-authored numerous regional strategies for regional development in the field of information society and e-education. Since 2008, he has been cooperating with many government institutions as an advisor and project coordinator (Ministry of National Education, Ministry of Foreign Affairs and others). Co-author of the first systemic repository of open educational resources for the Polish diaspora, ‘Włącz Polskę’ (Turn on Poland), chief engineer of the ‘Otwarta Szkoła’ (Open School) virtual school project for migrant students. In 2014-2017, data manager of the OECD's ‘PISA Study’ programme.
From 2016 to 2018, advisor to the political cabinet of Minister of Digital Affairs Anna Streżyńska, where he worked on projects such as widok.gov.pl (analysis of government system usability data using big data systems) and Kronik@ (semantic repository of cultural and scientific resources). In September 2017, he was appointed Digital Champion for Poland by the European Commission.
