Prof. Mariusz Popławski (born in 1975) has been associated with the University of Białystok since the beginning of his academic career. He earned his Master of Laws degree from the University of Białystok’s Faculty of Law in 1999. He obtained his doctoral degree in law in 2003 and his habilitation degree in law in 2013. From 2005 to 2012, he served as Vice-Dean for Full-Time Studies at the Faculty of Law. In 2014, he obtained an LL.M. degree in the American Legal System from Michigan State University College of Law in East Lansing, USA. In 2016, he assumed the position of Vice-Rector for Development and International Cooperation at the University of Białystok, a role he held until 2019. In 2019, he became Dean of the Faculty of Law, simultaneously serving as Chair of the Faculty Council and Chair of the Council for the Legal Sciences Discipline. In 2020, he was awarded the title of Professor in the discipline of legal sciences. In 2024, the Electoral College elected him Rector of the University of Białystok (for the 2024–2028 term). In addition to his work at the University of Białystok, Prof. Mariusz Popławski has held numerous positions in other institutions. From 2014 to 2019, he was a member of the Codification Commission for General Tax Law, appointed by the Prime Minister. He was also a member of the International Fiscal Association (based in the Netherlands) for 11 years, until 2022. Since 2010, he has been affiliated with the International Centre for Public Finance and Tax Law Research (based at the Faculty of Law of the University of Białystok), where he currently serves as Second Vice-President. In 2012, he became a member of the Expert Team on Local Tax Law within the Five Universities Research Network at the University of Białystok’s Faculty of Law. Since 2015, he has served as an expert for the Centre for Czech and International Tax Law and as a lead arbitrator at the Eastern Arbitration Court in Białystok. In 2021, he also became a member of the Central and Eastern European Society of Administrative Sciences, based at the University of Győr (Hungary).
